Job Summary
ASSIGNMENT DESCRIPTION: Forensic Data Analysts conduct and manage the Agency-wide Fraud Detection and Prevention Program. They apply tools and algorithms to identify unusual patterns and other indications of fraudulent activity. They access, manipulate, and/or combine data to decipher underlying trends or uncover anomalies, and discern obscure patterns and attributes associated with anomalies. These analysts perform proactive inquiries and collaborate with other NGA OIG divisions and IC organizations to improve data collection, loading, validation and reconciliation, analysis, and reporting. They prepare reports and briefings that provide a sound basis for the restitution and recovery of NGA funds.

ADDITIONAL INFORMATION: Data Analysts apply moderately complex tools and algorithms to identify trends and patterns in data. They communicate with stakeholders and conduct research to develop an intermediate understanding of relevant programs and requirements. These analysts identify and collect moderately structured data from various sources, evaluate the data to ensure that they meet analytic needs, and prepare the data for analysis. They also select, apply, and assess analytic models and techniques, and review and verify the results. They prepare reports and briefings and consult with stakeholders to communicate findings. Serve in a leadership role on a cross enterprise multi-function team. Represent NGA on external IC-wide initiatives, working groups, projects, and/ or programs. Lead a Data Analytics team that is working on multiple projects Lead a team to improve existing data analytic policies, processes, and/or procedures.
This position is a Term Appointment for two years. Term employment ends automatically upon the expiration date unless an extension is granted. The appointment may be extended, in increments of one year, after the initial period up to a total of five years. Term employees are eligible to be promoted or reassigned only into another Term Appointment position.
This position is eligible for an INCENTIVE: The selected candidates may be offered an incentive as part of the offer of employment, based on budget availability. To receive the incentive, the selected candidate must sign a service agreement depending on the approved amount or duration of the incentive. If the employee leaves before the end of the service agreement, the employee may be required to repay a pro rata share amount of the incentive to the government.
Mandatory Qualifications
MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). * Proven experience in Analyzing data and organize large volumes of data into comprehensive dashboards and or systems that will influence or streamline decision making processes. Build tools/resources and communicate findings to inform decisions at the directorate and/or agency level. Manage Data Analytics working groups. Build custom datasets, tools, resource to response to inter-agency benchmarks for metrics.
* Demonstrate knowledge to Analyze Data and communicate findings for influencing decisions at the work unit and/or directorate level.
* Demonstrate understanding on Managing multiple programs concurrently, while maintaining high performance standards. Identify new programs or systems that would enhance the current data analytic processes, providing the necessary justification for resources to defend organizational or agency budget build.
EDUCATION REQUIREMENT: A. Education: Bachelor's degree from an accredited college or university in Mathematics, Statistics, Actuarial Science, Computer Science, Engineering, Operations Research, or a related field. -OR- B. Combination of Education and Experience: A minimum of 24 semester (36 quarter) hours of coursework in any area listed in option A, plus experience that requires the application of tools and algorithms to identify trends and patterns in data, or in a related area that demonstrates the ability to successfully perform the duties associated with this work. As a rule, every 30 semester (45 quarter) hours of coursework is equivalent to one year of experience. Candidates should show that their combination of education and experience totals 4 years.

QUALIFICATION CRITERIA:
In addition to the mandatory qualifications, experience in the following is desired:
* Develop, Gather and deliver, and analyze required data and documentation to determine whether potential findings exist or to determine areas for follow-up, review, or additional study and present briefings external to the immediate work unit. Analyze data and communicate findings to peers and leadership.
* Demonstrate expert analytical and critical thinking skills, including the ability to think strategically, identify needs and requirements, and develop recommendations based on qualitative and quantitative data.
* Develop a new policy, process, and/or procedure. Manage high visibility projects.
Additional Job Requirements
You must be able to obtain and retain a Top Secret security clearance with access to Sensitive Compartmented Information. In addition, you are subject to a Counterintelligence Polygraph examination in order to maintain access to Top Secret information. All employees are subject to a periodic examination on a random basis in order to determine continued eligibility. Refusal to take the examination may result in denial of access to Top Secret information, SAP, and/or unescorted access to SCIFs.
Employees with SCI access and who are under NGA cognizance are required to submit a Security Financial Disclosure Report, SF-714, on an annual basis in order to determine continued eligibility. Failure to comply may negatively impact continued access to Top Secret information, Information Systems, SAP, and/or unescorted access to SCIFs.

PROMOTION OPPORTUNITY: Promotion opportunities allow applicants at all band levels to be considered. Qualifications for NGA positions do not include specific time-in-band requirements. NGA will emphasize quality of experience, rather than duration, and assess how the quality of the experience demonstrates possession of the knowledge, skills, abilities, and competencies necessary for successful job performance in the NGA occupational structure.
