U.S. Climate Program Overview EDF has long been a champion of market-based solutions to environmental issues, including emission trading programs to reduce emissions of greenhouse gases and other air pollutants. We helped design the sulfur dioxide cap-and-trade program in Title IV of the 1990 Clean Air Act Amendments; were instrumental in passing and implementing California s emission trading system under its AB32 law; played a lead role in the (ultimately unsuccessful) effort to pass comprehensive climate legislation in the U.S. Congress in 2009-2010; and have worked in China to help design and implement emission trading programs at the provincial and national levels. With a staff of nearly 60 and a budget of over $20 million annually, the Climate program works to promote ambitious climate policies, anchored in strong science and sound economics, in countries around the world, including at the state and federal level in the United States; in the EU, Mexico, Canada, Brazil, and India; and in multilateral forums including the international aviation and shipping sectors and the United Nations climate negotiations. Location This position can be located in the New York City or Washington, DC office. Overall Function As a key member of the Climate program, the Program Financial Analyst will work as a finance and grant specialist, focusing on program operations and grants management. Specifically s/he will support projects and initiatives of the Forest program (i.e. Supply Chains, REDD Demand, Indigenous Peoples, Forest Policy, etc.). S/he will also assist the broader Climate team in matters such as defining the annual budget submission and in developing effective reporting of the budget and actuals throughout the fiscal year, and proposal development. The Program Financial Analyst will be tasked to organize data, build spreadsheets and financial reports, review contracts and grants, perform financial analysis and projections, reconcile variances, and resolve issues. S/he will also be a key contributor to grant management, which includes creating proposal budget, reporting, synchronizing the financial data with the narrative reports, tracking match funding commitments, and assisting the Finance Department in project specific audits. This position reports to the Operations Manager, Climate, and will work very closely with EDF s Finance Department. Key Responsibilities Work to produce timely month-end reports of actual vs. budget results, ensuring accuracy and completeness; investigate, analyze and explain variances from budget for income and expense line items, and advise managers and finance staff on trends, opportunities for improvement, and issues of concern Organize data and create clear and accurate presentations, including spreadsheets, graphics, and insightful summary material Assist in the preparation of grant financial reports for funders; identify variances and issues in grant-level budget management, and advise program managers and project staff on solutions Work with program management, program staff, finance staff and development staff to assist in the development of department annual budget submissions Liaise with Development staff, Program staff and Project Partners to assist with proposal budget narratives, results frameworks and reporting as needed. Approve contracts with fiscal terms that comply with best practices and grant guidelines Approve invoices, ensure the proper coding of expense items, and review other organizational and department-specific financial and operational processes Assist in educating staff on budgetary, operational, and financial policies and processes Participate in relevant program meetings and trainings Perform ad-hoc financial analytics that will provide decision-making support on strategic initiatives Qualifications At least 4 years of experience in a Finance and/or Accounting department preferably including within a non-profit organization Undergraduate degree in relevant field Experience in international non-profit management a plus Government grant reporting experience Proven knowledge of budgeting, forecasting, and reporting: the ability to perform complex financial analysis and to create insight from a large-scale general ledger Detail-oriented: the ability to spot trends and ensure accuracy Experienced in MS Office Suite, with expertise in Excel: the ability to develop formulas, charts and spreadsheets that clearly present data to facilitate decision-making by management Excellent communication, interpersonal, and diplomatic skills: the ability to effectively liaise with colleagues in a diverse environment Solid organizational and problem-solving skills: the ability to be flexible under pressure with changing priorities, and perform well in a fast-paced team environment Self-motivated: the ability to work productively and independently Experience with forecasting, budgeting and reporting software packages is required Environmental Defense Fund
