Applied Research Associates Inc. is seeking a Principal Operations Research Analyst to provide on-site support to a Department of Defense (DoD) customer. This position will leverage a variety of operations research techniques to identify, assess, and guide the cost-effective implementation of both improvements to existing capabilities and their employment as well as the incorporation of cutting-edge technologies required to mitigate Joint capability gaps. Additional areas of emphasis include, but are not limited to: building and effectively communicating analysis products to senior leadership and decision-makers; garnering and applying and in-depth familiarity with DoD modeling and simulation standards, tools, and techniques. Candidates will work with teams supporting research and analysis in microelectronics, artificial intelligence, machine learning, autonomy, energy and power, software engineering, systems engineering, networking, communication, cyber, electronic warfare, aerial/ground/naval platforms, biotechnology, and space systems.The successful candidate:Supervises an interdisciplinary team and applies a collaborative approach to plan, design, develop and verify a lifecycle balanced system of systems and system solutions.Collaborates and engage with senior managers/decision makers to elicit, frame and solve problemsAnalyzes and evaluate the effectiveness of DoD projects or programs in their ability to meet the established goals and objectives of the National Defense Strategy; including, but not limited to, military utility assessments of new/proposed weapon systems and their concepts of employmentLeads study design and execution (potentially in collaboration with FFRDC, government or other contractor team members), while simultaneously demonstrating an innovative ability to modify/adapt techniques to fit situations and problems of interestDesigns, develops, and adapts mathematical, statistical, econometric, and other scientific methods and techniques to provide advice and insight about the probable effects of alternative courses of actionAnalyzes operations methods, which require substantial competence in the rigorous methods of scientific and mathematical inquiry and analysis.Collects, interprets, and analyzes data using various analytical methods and statistical techniquesInterfaces with the customer and provides technical guidance and assistance regarding analytic effortsPerforms, or supports the integration of, life cycle cost analyses of DoD projects to facilitate cost- benefit and/or economic evaluations of current or projected projects and programsPrepares reports to management, indicating solutions or range of possible alternatives in rank of desirability and probability of success when there is no single solution.Provides daily oversight and program management of assigned study efforts and supporting teamRequired Qualifications:Bachelor s degree in engineering, operations research or related technical discipline and 12+ years of experience.Experience leading a team and providing decision support via the application of operations research techniques across diverse defense capabilities, programs and problemsDemonstrated effective leadership of complex, multi-disciplinary analytic projects providing insights and recommendations for DoD advanced capability investment areas (e.g., space, hypersonics, autonomy, missile defense)Strong quantitative and analytic abilities to integrate and analyze data, solve problems, and effectively communicate results to senior leaders and decision makersStrong familiarity with Service capabilities, the programming, planning, budgeting and execution processes, and related acquisition strategiesExperience in the development and coordination of analysis products (e.g., problem definition, analysis plan and resourcing, interim documentation, and delivery of final analysis products)US citizen with a minimum DoD Top Secret clearance and the ability to obtain SCI accessDesired Qualifications:Current DoD TS/SCI security clearanceMaster s degree in operations research or related technical discipline.Experience in the development and coordination of analysis products (e.g., problem definition, analysis plan and resourcing, interim documentation, and delivery of final analysis products)Outstanding skills in communicating complex technical issues, and in providing comprehensive written and oral products appropriate to senior leadershipHighly self-motivated, creative and able to flourish in a dynamic work environmentFamiliarity with multiple community-standard simulation capabilities (e.g. AFSIM, STORM, etc.)Experience with high-fidelity performance assessment, kill chain-, and force-on-force analysesExperience with Excel, Access, SAS, JMP, and VBA to support data analysis and visualizationProgramming experience with R, Python, MATLAB, and generic optimization packagesDemonstrated ability to develop and implement ad hoc mathematical and statistical models to solve problems across multiple domainsExcellent oral and written communication skillsWorking proficiency using MS Office (Word, PowerPoint, Excel), MS Outlook, MS Project Previous experience developing end to end mission solutions for DoD/government customers a plus.This position is contingent upon award of a contract expected in Spring 2020 supporting the Department of Defense.COMPANY INFORMATION:Applied Research Associates, Inc. is an employee-owned international research and engineering company recognized for providing technically superior solutions to complex and challenging problems in the physical sciences.
